I would pick a degree with a significant and well-defined practical level, specially when it concerns something as "hands-on" as film studies. While theory has its rightful place in this course, it shouldn't be over-emphasized to a point where you understand film-making on paper but have very minimal exposure to actual film making. Since your aim is to be a film maker, choose a university based on its general reputation, class size, film lab facilities and a generous practical component.
