Can I call someone an inbred idiot?

I'm sick of these weirdos saying they are looking for recipes to cook babies. And the ones that admit to being drunk while writing. Can I answer their question in the same way? What about the ones that I know give bad advice? Or ARGGH! What can I report as abuse and what can I reply to with nasty answers?
