I have recently just recieved my new high school gpa and it wasnt what i expected it to be?

i got a 3.03 gpa and i plan to get at least a 3.3 gpa by the time it is to apply for college. i also hope to get a 28 on my act and to do a lot of community service and extra curricular activites. i will also plan to write a great essay. if i do all of this is it possible to get into the u of miami, bentley, u of south carolina, and umass amherst? and what should i do better?
